Mr. Westbrook has over 25 years of experience in the construction industry in estimating, scheduling, costing, and management of heavy civil and building projects.  Mr. Westbrook has extensive experience in the preparation of preconstruction and baseline scheduling, largely pertaining to institutional and commercial buildings, airports, power plants, bridges, water structures, and highways. He also regularly performs scheduling analysis on delay/disruption claims stemming from large complex projects.

Mr. Tinney has 36 years of experience in architecture, planning, and construction. He received his professional training at several nationally recognized firms and has developed a great sensitivity for quality functional design.  His fields of expertise include, but are not limited to: product failure, building failure analysis, claims avoidance, construction performance problems, claims preparation and analysis, delay and productivity claims, ADA accessibility, and issues involving indoor air quality.

Mr. Tinney has been involved in the design and construction of residential housing units worldwide (to include single-family, mid-rise, high-rise), airports, hotels, educational facilities, healthcare, condominiums, restaurants, retail, athletic facilities, yacht clubs, government, financial institutions, parks, senior housing, senior community centers, and child care centers.

Mr. Tinney has experience with the construction litigation process, building materials, architectural, mechanical, electrical, plumbing and structural plan review, project management, and general contracting. Having worked under the supervision of numerous general contractors as well as architects, Mr. Tinney has developed a wealth of knowledge in the construction industry. Mr. Tinney is currently finishing his degree in Structural Engineering, as well as completing his requirements as a state licensed General Contractor.

Ms. Stratford has 10 years of experience in the areas of project management and project engineering encompassing projects such as environmental, geotechnical, commercial and residential. Her management experience includes the direction of subcontractor operations requiring project planning, site preparation, monitoring of day-to-day operations, verification of adherence to contract specifications, institution and management of Change Orders (CO) and Requests for Information (RFI), cost control, and progress billing.  Ms. Stratford is proficient in the use of the Internet, Primavera Project Planner (P3), AutoCad, Bidtek, Microsoft PowerPoint, Excel and Word software programs.

Mr. Stokoe has over 40 years experience in the Ports, Shipping and Shipbuilding industries. He has extensive experience in the development of shipyard construction projects, in the design of both container and Ro-Ro terminals, as well as worldwide canal projects. A certified Master Mariner, Mr. Stokoe has undertaken feasibility studies for new tonnage and the design of shipboard cargo-handling and mooring systems.  His fields of expertise include claims avoidance, construction performance problems, claims preparation and analysis, and delay and loss of productivity claims related to the Marine Industry.

Mr. Schaer has over 40 years of extensive experience in the practice of construction claims, including claims avoidance, contractor performance problems, construction defects, claims preparation and analysis with special emphasis in delay, acceleration and productivity claims, claims management, merger and acquisition, litigation support, dispute resolution, and expert testimony. Mr. Schaer has consulted on projects (both public and private) ranging in value from $500,000 to $1 billion, and has testified in state and federal courts as well as in arbitration and mediation hearings.

Mr. Richards is a Certified Cost Consultant, as well as a Planning and Scheduling Professional with over ten years of experience in managing construction-related assignments of varying sizes and complexity. Mr. Richards is a focused team leader with knowledge of site work, general construction, specialties, plumbing, mechanical and electrical systems. He has applied expertise with a wide array of project management computer applications. Mr. Richards is also an experienced teacher and presenter on a wide range of construction subjects at the corporate and university level. Mr. Richards has a Master’s degree in Business Administration from Hofstra University and a Bachelor’s degree in Construction Management from Brigham Young University.

Mr. Pizura has over 15 years of experience in project management and claims consulting. Mr. Pizura’s project management includes extensive experience in all aspects of schedule preparation, maintenance and forensic analysis. Mr. Pizura’s claims experience includes the collection, analysis and mining of project data, as well as the creation of demonstrative evidence exhibits and presentations. Mr. Pizura specializes in various database, spreadsheet and scheduling programs including Excel, Access, PowerPoint, Microsoft Project, Correl Photo and various Primavera Scheduling programs. Mr. Pizura is also highly proficient in VBA programming and has broad experience in advanced data analysis, application automation, front-end program applications, as well as entry systems and custom-designed data systems.

Mr. O’Toole has more than 30 years of practical experience working with public and private owners. In the public sector, he has worked with municipalities, agencies and authorities providing project management, construction claim and change order consulting services, financial and performance audits, risk analysis and defective construction analysis. In the private sector, he has provided these services to owners, including banks/financial institutions, attorneys, sureties, real estate developers, and contractors.

Mr. O’Toole’s many diverse projects include wastewater treatment plants, transit authority facilities, community buildings, medical and office buildings, churches, institutions for the handicapped, multi-family housing and housing for the elderly.  Mr. O’Toole has also worked on shopping centers, R&D parks, hotels, hospitals and high-rise construction, as well as sewer, water, dam and nuclear construction. Over the course of his career, Mr. O’Toole has been called upon to testify as an expert witness in a wide variety of construction disputes.

The issues he has analyzed include impact and delay, loss of efficiency, and lost profits. Mr. Moynihan has provided testimony in trial as well as mediation and arbitration hearings. Mr. Moynihan also serves as an arbitrator in construction and design related disputes.
